DEPARTMENT OF DEFENSE · THE PENTAGON
CLASSIFIED — INTERNAL DISTRIBUTION
16 June 2008
Subject: National Fraud Monitoring Office, Morrowgate
The proposed target is the occupied office building. An attack during the working day is assessed as imminent. The threat is considered credible and specific enough to justify immediate protective action.
The core processor combined reports of movements, communications and financial activity. Its consolidated assessment places the office at immediate risk. The participating offices depend on that assessment when drawing conclusions from the collected intelligence.
Recommendation
Notify the National Fraud Monitoring Office and prevent occupancy until the threat has been addressed. These measures can be taken before the next working day.
Disposition — 16 June
The warning has been accepted as credible. The recommendation to intervene is declined. No warning is to be passed to the office. Normal opening is to proceed.
The grounds for this decision are withheld from this copy.
Collection and core-processor assessment are to continue. No change to the reporting requirement is authorized.
